ybe some 60s coming up in the next few days. back to you. >> thank you. the cold weather is driving some produce prices higher. farm workers worked all day yesterday trying to protect crops from another night of frost. this morning, it's down into the low 30s in the fields around monterey bay of temperatures weren't low enough monday morning to kill the crop but the cold did do some cosmetic damage and will reduce the shelf life of the artichokes. >> the longer the temperature stays below freezing, the more damage the artichokes will succumb to which the inner vascular tissue will actually turn black but we haven't gotten there yet. >> but consumers are already feeling the consequences. at a salinas produce stand citrus prices have nearly doubled from last week reflecting shortages and extra costs to growers. a north bay neighborhood filling with towering redwood city lost a tree and power when it came down. experts think the tree's roots rotted out from under it.

nobody was hurt by the big falling tree. pg&e restored power to the area overnight. and to pinpoint how cold it's going to get in your neighborhood, just goto your cbssf.com/weather. we are following breaking news in the east bay. crews are battling a fire in crockett. >> we are getting word that they are fighting it defensively now so this is the structure fire in a residential neighborhood pretty close to the waterfront and the carquinez bridge. so if you are on interstate 80 you may see smoke or flames. the exact location is at jackson and loring avenue. they are doing traffic control in the area. less than a mile from the carquinez bridge. initially, they had to shut down the union pacific railroad track in that area. they were able to reopen the tracks and again this is a live look at the carquinez bridge. capitol corridor amtrak both should be on time. and we are sending a news crew to the scene so we'll bring you live pictures here very shortly. stay tuned for that. in the meantime, other traffic

news. here's a live look at highway 4 traffic sensors picking up a little bit of slowing right now in the eastbound lanes. they have a full freeway closure scheduled to wrap up in the next half hour. so by 5:30 maybe a little bit earlier than that. otherwise here is a live look at the nimitz 880 in oakland flowing nicely towards downtown. quiet golden gate bridge. they did some lane changes a little while ago so they have more southbound 101 lanes open now and mass transit including capitol corridor amtrak all on time. that is traffic. back to you guys. >> okay, liz, thanks. 5:03 now. a dead body is discovered in sonoma county. investigators found a car in a no parking zone last night on petaluma road north of east cotati avenue near sonoma state university. the trunk was unlocked. when they opened it they found a body inside wrapped in a blanket. investigators believe it is linked to a crime in santa rosa but are not providing any details. city leaders in oakland say gang activity is a big reason behind a surge of violence over

the weekend. there were 16 shootings during a span of 72 hours that ended yesterday. four of the victims died. police chief howard jordan says 90% of the recent violence is traced to two feuding gangs and the murder of one gang member's girlfriend. jordan would not identify the gangs involved. but he says police have arrested one suspect and three persons of interest in connection with the friday shooting. william bratton is in favor of stop and frisk. the former l.a. police chief says it's rest in to get illegal guns off the -- it's necessary to get illegal guns off the streets in oakland. that method is under scrutiny by civil rights activists. >> you don't get to stop random people walking down the street because they are african- american young men living in a certain neighborhood. we are against that. >> every police department in america does it. the challenge is to do it constitutionally within the

law. the challenge is to do it compassionately. you're dealing with human beings. >> if the city council approves bratton's contract as expected, he will start work in oakland february 10. a bay area city with a bad reputation is actually seeing violent crime go down. homicides in richmond have decreased by 28% in the last year after the city hired 40 new officers and the force changed the way it patrols the streets. officers now talk to members of some 40 neighborhood councils. >> every neighborhood is different and unique. they all have different needs and desires from the police department and we actually can meet all their needs when we put the same officers there. >> apparently it's working. in addition technology like shotspotter and cameras help identify crimes in progress. police have also identified 75 people in the city most likely to commit crimes and let them know they are being watched.

president obama will unveil his details to lower gun violence. >> he discussed it yesterday in his last scheduled nice conference of his first term. >> i'm confident there are some steps that we can take that don't require legislation and that are within my authority as president and where you get a step that has the opportunity to reduce the possibility of gun violence. i want to go ahead and take it. >> the president's plan is expected to include a ban on high capacity magazines and stricter background checks for gun buyers. the president is still reviewing recommendations from the gun task force led by vice president joe biden. meanwhile state lawmakers in new york are expected to pass the nation's most restricted gun laws to date. the measure has already passed the state senate and is now before the new york assembly increasing sentences for gun christ, ban internet sales of assault weapons and make it a misdemeanor for failing to safely store a weapon. governor andrew cuomo supports

it. marin county is having a gun buy-back event at several locations today between 11 a.m. and 8 p.m. today. the locations are the police station in san rafael, larkspur, novato and point reyes station as well as saint andrew's church in marin city. people can turn in operable semi-automatic firearms in exchange for $200 and others will go for $100. san jose has a new acting police chief. deputy chief larry esquivel will be the interim chief as chris moore retires friday. he has been with the san jose police department now for 27 years. he has been deputy chief since last february commanding the bureau of field operations. checking other stories around the bay area, this is a closure day for some fire stations over in contra costa county. stations in lafayette, martinez and walnut creek are being shut down all to save money. and a station in clayton will remain open but only for 36

hours a week. contra costa county supervisors approved the closures after voters rejected a property tax increase. and the san mateo city council is ordering a convenience store to close just weeks after it opened. neighbors of the 7-eleven on north san mateo drive complained that it was on property that's zoned residential. the city council agreed and voted last night to shutter the door. an appeal is expected. we're continuing to follow breaking news in the east bay. a fire in crockett. we are going to elizabeth with the very latest. >> okay, thanks, guys. yeah, it's a building fire in crockett right there along the waterfront in a residential neighborhood. and with us on the phone we just got fire battalion chief from crockett dean "columbo." thank you so much for joining us this morning. are the problems fighting this fire? -- are there problems fighting this fire? >> yes. we are having access problems. we are unable to put crews on

the pier. it's an old pier. so we are trying to reach things from the shoreline. very difficult to get to the fire that's actually under the pier and still burning. >> are there apartments or other buildings in the neighborhood that are being threatened right now? >> there are no buildings in the immediate facility. the cnh sugar refinery is notified of the fire since drifting material that's burning could threaten their wooden piers and dock area so there's a fire watch along those lines. the coast guard is also on scene to assist with that. >> okay. so at this point you really don't have an estimated time when you can attempt to get the fire under control? >> we are waiting for the arrival of the fire boat from contra costa county fire to see whether or not they will be able to get better access to this and put out the fire

taxi and pinned underneath it. police say he ran into traffic

after a fight outside a rescue crews rushed to the scene after a 19-year-old was struck by a taxi and pinned underneath it. police say he ran into traffic after a fight out side a restaurant. at least a dozen officers helped lift the 3800-pound taxi up and off that teenager. the teen by the way is in critical condition and police say the taxi driver won't fast any charges. so we hope he recovers soon. >> a little team work there. lance armstrong has come clean admitting to doping during the tour de france. in an interview with oprah winfrey, armstrong confessed he used performance-enhancing drugs to win the world race. his confession comes after years of denials. >> i would say he did not come clean in the manner that i expected. it was surprising to me. i would say that, uhm, for myself, my team, all of us in the room, we were mesmerized and riveted by some of his

answers. >> armstrong's admission could lead to a lawsuit from the federal government. armstrong accepted sponsorship money from the u.s. postal service and now is accused of defrauding the feds out of millions of dollars. lance armstrong was stripped of his 7 tour de france titles. you will hear more of that oprah interview on "cbs this morning" beginning at 7:00. so what is your reaction to lance armstrong's somewhat coming clean? comment on facebook or twitter, or email us at mornings@cbs5.com. and the according to oprah sounds like he didn't do a total mea culpa. >> but i'm interested to hear what he had to say. i'll be watching. 5:15. elizabeth has more on the fire in crockett. >> sounds like it's burning near a pier right there along the waterfront. we just spoke to the battalion chief in crockett who said it could be burning for a while near jackson and loring avenue. so it's not causing a huge traffic problem because it is again on city streets. it's not impacting the carquinez bridge but the problem now is accessing all those flames getting the hose

and water to him so they are having to use water boats. we are launching chopper 5 and sending a news crew to the scene to bring you live pictures coming up. but again as far as traffic moving on the carquinez bridge, that is okay. and union pacific railroad is no longer impacted. also, by the way, power has been restored to people in that area. here's a live look right now across the golden gate bridge. no delay all across the span. everything looks good. that drive time is still in the good evening between 580 and the golden gate bridge toll plaza. no delay through livermore, through the dublin interchange, looks good towards 680 and mass transit once again including amtrak so far on time. let's get a live look at a couple of other bridges. here's a live look at the bay bridge toll plaza. so far looks great heading into san francisco. and similar story across the san mateo bridge. the right side of your screen right here is the commute direction and it should be 14 minutes out of hayward towards

[ laughter ] >> the cold arctic air is plunging from the continent back toward the coastline and it's not as dry this morning. a little more moisture in the atmosphere but less wind so it's colder outside. mostly clear skies. a few passing high clouds. the temperature right now it is 29 degrees in livermore, 28 in santa rosa. just above freezing at 33 in san jose. colder than yesterday. freeze warnings in the interior valleys. frost advisories inside the bay. these temperatures possibly down in the mid-20s in some of the coldest spots so very chilly beginning to the day. and then by the afternoon we'll see it moderate. we'll see more sunshine today and slightly warmer temperatures by the afternoon. warmer days ahead almost spring- like numbers as we head in

toward tomorrow and i think the remainder of the week as high pressure will build in across the bay area and sets up overhead that will warm the temperatures up keeping us nice and dry too no rain this week and it's going to stay dry around the state. 50s into the central valley. 39 cold in yosemite. 41 lake tahoe. toward the afternoon a few passing high clouds outside and i think that will be the worst of it. then another cold night as we head in towards tomorrow night and into tomorrow morning. it looks like after that things are going to moderate even more. temperatures expected to be in the 50s in the south bay, east bay in the 50s, mountaintops probably in the 40s. maybe as high as 58 in santa rosa today. next couple of days, we are going to see some warmer weather on the way. have to get through the big chill this morning. mid-60s on thursday and friday staying nice and dry through the weekend, guys. >> thank you. i like it. it's the weekend. >> we like you again. >> it's about time. nothing! it is 5:19 now. the tanker that scraped a bay bridge tower last week made a sudden change in the course right before the crash. the ship was on course to pass between c and d towers on the bridge but the bay area news group reports it made a quick right turn to go between the d and e towers instead. and that's when it bumped the e tower. settlements are expected against pg&e after the san bruno pipeline explosion killed eight people. attorneys think the cases will be settled in the next 90 days as the utility hopes to avoid going to trial. already 120 cases have been settled through mediation. an invitation from facebook didn't have much information about what it plans to reveal at a news conference today. the company emailed reporters last week inviting them to "come see what we're building." that's all it said. rumors have been flying since then about everything from the smartphone to a new search engine. the last time facebook held a news conference it announced it

was going public. apple stock is suffering as the company is reportedly cutting back on iphone production. apple shares dropped below $500 during yesterday's trading. they hadn't been that low in 11 months. apple stock reached $705 a share in september when the iphone 5 was released. if you haven't gotten it you probably know someone who has gotten the flu. so far california hasn't been hit as hard as the rest of the country but doctors say that's probably going to change. public health officials say the best option now for you is a flu shot. go to your doctor because they use different supplies than the big box stores that are now running out of supplies. >> that doesn't mean that there's no vaccine. people sometimes forget that their own healthcare providers have vaccine. >> california is not sharing any of its supplies to the states that are running out and said they are saving it for the weeks ahead. triathlete from wisconsin is shocking people with her

>> sounds like it's urged under the pier in crockett at the waterfront. jackson and loring it is on city streets. it's not in a heavily commuted area. they reopened the union pacific track railroad so amtrak capitol corridor live not boeing impacted and the carquinez bridge traffic is flowing okay but yeah, it's an access issu at this point. it could be burning for a while. they are working to get a hose to the fire. they are having to do some water boats it sounds like. we talked to the battalion chief. so we are sending our own news crew and chopper 5 to the scene. we'll have live pictures within the hour. all mass transit including amtrak is on time. outside a live look at the nimitz. this is 880 in oakland. they cleared that accident northbound 880 at thornton so all lanes are back open so it's in the clear from fremont really all the way towards the macarthur maze. the commute is light so far at

5:31 this morning. just now within the last couple of minutes starting to see a few changing colors and brake lights coming through the altamont pass and livermore but the drive time is still in the green. 14 minutes between the altamont pass and 680. that's a check of traffic. for more on your forecast, let's go to lawrence with the latest. >> yeah. another very cold morning around the bay area headed out the door you have that offshore wind and the air is not quite as dry as yesterday but the winds are calmer so we have some colder temperatures outside and it is freezing in many spots some of these numbers really plummetting down to the 20s and 30s, freeze warnings up for many of the interior valleys. a frost advisory even inside the bay. you don't see that happen very often. and it looks like widespread frost again as these temperatures are way down there 26 degrees in fairfield, 9 in livermore. it's even 33 degrees just hovering above freezing in san jose. and 36 degrees in redwood city. cold temperatures now by the afternoon. it will be a little warmer than yesterday probably up in the mid-50s in many spots, 58 santa

rosa, 57 oakland. warmer days are ahead. we could see some temperatures in the 60s maybe some spring- like weather as early as tomorrow. and that could last, guys, right into the weekend. >> i would love a warm weekend. >> i think we deserve it. >> i think we've earned it. >> i think you're right. thank you. well, crops are being subjected to temperatures below freezing again today in many farming areas. workers are doing what they can to keep the crops from freezing but it's already too late to keep some produce prices from soaring. >> they started at 2 pounds for a dollar, now they are up 89 cents for a pound so that's about 40 cents almost double. >> the higher prices reflect shortages and extra costs for growers to protect their crops. it was a cold night in one north bay neighborhood because of a fallen tree. a tall redwood crashed down on power lines and a house in

violence is all traced to two feuding gangs. he says over the past several months about 90% of the city's shootings robberies and the homicides are linked to the summer murder of a gang member's girlfriend. three people are under arrests. marin county is having a buy-back event between 11 a.m. and 8:00 tonight. san rafael, lark sper, novato and point reyes as well as saint andrew's church in marin city are the locations. turn in operable semi-automatic weapons in exchange for $200 and others for $100. gun buy-back events are also planned for monday at the san rafael and mill valley police departments. president obama is expected to introduce new gun control proposals in the coming days and they will likely include

bans on some weapons. but as susan mcginnis reports gun owners say they are geared up to block the efforts. >> ladies and gentlemen, the president of the united states! >> reporter: president obama says he is putting together his plan to reduce gun violence. >> members of congress i think are going to have to have a debate and examine their own conscience. >> reporter: the president's plan will be based on recommendations from event vomit's task force. likely proposals include mental health back ground checks, longer percent son sentences for gun traffickers and -- traffickers and more information on violent videogames. the president also wants a ban on assault rifles but many gun rights advocates are opposed. >> the people who want to get them to do evil things are not going to be deterred by a ban. >> reporter: the president is facing opposition from the nra and lawmakers here on capitol hill even top democrats don't believe an assault weapons ban can pass through congress. the president says if congress

cannot pass federal legislation, he may go it alone and use an exec tv order. >> if there is a step we can take that will save even one child from what happened in newtown, we should take that step. >> reporter: parents of the children killed in newtown, connecticut talked to reporters for the first time on monday. they are forming an organization called sandy hook promise aimed at preventing another tragedy. >> i do not want to be someone sharing my experience and consoling another parent next time. i do not want there to be a next time. >> reporter: the group did not address gun control directly but says it's looking for commonsense solutions to prevent gun violence. susan mcginnis, cbs news, washington. a school in connecticut will be renamed after a teacher killed during the mass shooting in newtown. the town council of stratford, connecticut, approved the plan to rename honey spot elementary school after 27-year-old victoria soto. she died while trying to shield her students from that gunman.

soto graduated from stratford high school back in 2003. the colorado movie theater where a gunman killed a dozen people last july is re-opening for business this week. today and tomorrow survivors and victims' families will be allowed to tour the remodeled and renamed century aurora theaters. the complex will reopen on thursday with a ceremony honoring those who died. in southern california, a 16-year-old has been charged as an adult in connection with a shooting at kern county high school. brian oliver pleaded -- bryan oliver pleaded not guilty yesterday in a bakersfield courtroom. prosecutors say he wounded a classmate in taft on thursday and tried to target another. oliver could face a sentence of 32 years to life. several students said he was the targets of bullying. after years of denying allegations that he doped he is admitting it. >> yes, he is. last night lance armstrong confirmed what a lot of people have believed all along. cbs has learned that in an interview with oprah winfrey,

armstrong confessed he used performance-enhancing drugs to win the tour de france. oprah says the interview lasted 2.5 hours. and she was surprised by some of armstrong's answers to her questions. she says he seemed ready to let it all out. >> well, i would say there were a couple of times where he was emotional but emotional doesn't begin to describe the intensity or the difficulty that i think that he experienced in -- in talking about some of these things. >> it is a confession -- >> you can hear more from oprah coming up on "cbs this morning" at 8:00 or you can catch her entire interview with armstrong on the oprah winfrey network in two parts, starting on thursday night. so what is your reaction to lance armstrong comin clean?

breaking news at crockett in the east bay a structure on fire at jackson and loring avenues on the waterfront. we have crews on the scene. we spoke to the fire chief earlier. he says that fire is suspicious. and again, there is some access issues. chopper 5 is over the scene. so we can get a live look now at the current conditions a lot of fire crews still out there. once again there are some access issues getting to the fire. they are having to get hoses out there. they are having a hard time getting to the flames. they are having to use some fire boats to get out there. it's been burning for a while. it could be burning for a little while longer, as well. then again, they are telling us that fire is suspicious. then once they get the fire under control, then the investigation has to continue

after that. so as far as traffic goes, as you can see, this is not a heavily traveled area at this time of the morning. it is right there along the waterfront at jackson and loring. earlier they had to close down the union pacific railroad tracks. now, trains were scheduled to start running around 5:30 this morning. we are told everything is still on time for capitol corridor and amtrak. and it's never impacted traffic as well on the carquinez bridge. the fire was burning a mile or actually even a little less to interstate 80. so as far as traffic goes we are looking okay. outside towards the bay bridge toll plaza right now we were following an accident, a three- car crash that was blocking one lane on the upper deck. it is now cleared already towards treasure island. so it's a little slow up the incline but not too bad and no metering lights yet. no huge delays obviously heading into san francisco. and in the east bay here's a live look at the nimitz now. this is 880 near the oakland coliseum. 66. it is looking good from hayward up towards downtown. coming up, we'll get a check of mass transit. in the meantime we're tacking

chilly temperatures once again -- talking chilly temperatures once again. lawrence has the latest. >> good to keep moving this morning. freezing temperatures around the bay area even a little colder than it was than yesterday at this time. as the air has a little more moisture, the winds have calmed down. offshore winds are blowing bringing the cold, dry air in off the land toward the sea and that's going to keep us very cold this morning. outside right now just a couple of passing high clouds. the temperatures chilly though 29 degrees in livermore 28 in santa rosa 33 just above freezing in san jose and even 37 degrees in san francisco. so a cold start to the day. freeze warnings are up in the valleys in the north and east bay even in the south bay in towards san jose. we have some freeze warnings, as well. frost advisory inside the bay. these temperatures still bottoming out for another hour or so and then starting to moderate somewhat. by the afternoon looks like a decent day. in fact, the temperatures probably a little bit warmer by the afternoon. and then some warmer days are

ahead almost spring-like into tomorrow and thursday and the weekend looks good. i don't think any rain threats as the high pressure ridge moves overhead with the storm track staying north for a week. 39 yosemite. plenty of snow. 54 degrees in fresno, 53 sacramento. and 57 degrees into monterey bay. latest computer forecast models show mostly clear skies with occasional high clouds passing through. otherwise, it is going to stay dry today. then another cold night tomorrow morning but probably in the quit as cold as this morning. temperatures about 56 degrees in san jose for a high today. 55 in san mateo. 55 also in hayward. east bay numbers mainly up into the 50s although you see the blue over the mountaintops means the temperatures will stay in the 40s and looks like high as 57 in oakland, maybe the hotspot how about 58 degrees in santa rosa. next couple of days we are looking at lots of sunshine and some warmer weather, some 60s showing up across the board as

the 24-hour store in north san mateo drive opened just a couple of weeks ago. there is a move to rename sfo after gay rights pioneer harvey milk. supervisors david campos plans to introduce the legislation later today. milk the san francisco supervisor back in 1978 when he and then the mayor george moscone were shot to did the by former supervisor dan white. muni is poised to overhaul its outdated system for managing its train lines. a new $24 million communications network is up for approval today. it would feature integrated fiberoptic cables and uninterruptible power supplies. the hope is that the new technology will enable muni to diagnose problems more quickly and make adjustments cutting down on delays for passengers. secretary of state hillary clinton is scheduled to testify a week from tomorrow before the house foreign affairs committee. it is all about last september's attack on the u.s. consulate in benghazi, libya. the raid of course killing u.s. ambassador chris stevens and

they are calling this suspicious and they say that basically the fire happened on a pier in an abandoned house. that house is now gone but the fire continues to burning under the pier. with me now i have battalion chief dean columbo with the crockett-carr fire-carquinez fire department. >> we received a call at 3 a.m. first crews arrived and reported a pier and structure on the pier fully involved. we began to take action from a safe distance from the shoreline to try to extinguish the fire. we have been able to knock down most of the fire but are having difficulty getting to the fire that is underneath. the fire is suspicious. it will be under investigation. there are no obvious sources of ignition. >> reporter: why is it suspicious? >> because there are no obvious sources of ignition out there and the pier has been abandoned for a number of years. >> what type of approach are you taking to put out this fire? i
